First check to see if the handle of the window is loose or not at all. Open the back cover of the handle and you can see the fixed Phillips screws inside. 

The cover can be opened by rotating the handle 90 degrees.

Use a Phillips screwdriver to unscrew the screw inside, and pull out the handle. If you can't pull it out, don't use brute force, twist it a little, 

and then pull it out. It may be that the window is closed.Pull the handle to a 180-degree position.

Then pull out the handle, you can see if the handle is broken or rusted.

Put the new handle on, follow the hole on the window, and install the screw with a screwdriver.

Precautions: Do not use brute force when removing the handle, be careful that the trunk of the handle is broken in the hole and the whole 

window will be finished.

Do not switch the handle with force, because the trunk is a regular shape and will be lost every time it rotates.
